Job summary

This is an exciting opportunity for a property professional with proven experience in estate portfolio management to join a dynamic and successful team; current direct line management of 3 Area Managers and the Soft Facility Management (FM) Lead, supported by approximately 80 staff who are geographically dispersed.

A key member of the Senior Leadership Team within Regional Delivery South West (RDSW); responsible for the delivery of all Hard and Soft facilities management to Military customers within the Region.

This is a high profile and at times challenging role, best suited to someone with a combination of estate management experience, professionalism, technical astuteness and leadership capabilities.

The successful candidate will derive a significant sense of achievement in supporting delivery of complex multi-million pound Facilities Management contracts, playing a key role in helping to ensure the defence estate is safe and compliant.

You will have a critical role as an individual leader, within the wider Regional Delivery function. In the day to day context of operational challenges you will be key to development of your team, mentoring them and taking them from strength to strength using the DIO Leadership Code as the underpinning foundation.

As part of the Senior Management Team, you are required to contribute to the leadership and strategic management of the estate and infrastructure portfolio planning, providing mentorship to DIO personnel and ensuring that resources are maximised to support the operational outputs within the Region and that budgets are handled in accordance with delegated authority.

A full UK driving licence is required as the successful candidate will be site based with a requirement to travel routinely to fulfil the role successfully and effectively, including occasional national travel. Please note Public Transport is not available to many of our locations. 

Travel is required between sites to promote effective stakeholder relationships, spending approximately 60% of your time working from your permanent duty station, or other site locations, to support your work.

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working patterns will be considered.

The objectives of the role cannot be delivered within reduced hours or through job share, the role entails the management of a high volume of complex outputs which will entail a consistent and rapid turnaround for resolutions due to safe and legal compliance and potential risk to lives.

 

Job description

Your responsibility to role model behaviours of enthusiasm, commitment and ownership is essential to the role and ethos of the team. Your role will be forward-looking, proactively supporting the Defence Customer in the development of their estate strategies and effective asset management.

You will manage the delivery of contracts and works for all Defence Customers (Royal Navy, British Army, Royal Air Force etc) bringing their requirements to life.

You will work with our Industry Partners setting the standards expected for the service we deliver. The Defence Customers have a large and complex infrastructure requirement which spans from Cornwall to Gloucestershire, through Wiltshire to South Hampshire and includes critical operational sites throughout the region.

You will be responsible for ensuring that our Industry Partners maintain a safe and legal estate across the assets we manage, which requires close management of the contracts that underpin the service the Defence Customers receive.

Further, as a critical member of the RDSW&RFCA Leadership team you are required to contribute to the strategic direction and management of the estate and infrastructure portfolio, providing guidance to DIO personnel, ensuring that DIO resources are maximised to support the operational outputs within the region and that budgets are managed in accordance with delegated authority.

Person specification

You will provide leadership and management of the Regional Delivery staff providing strategic direction to the team to consistently deliver DIO outputs across the region.

Demonstrate a personal dedication to the delivery of the outputs. Create an environment of strong working relationships within the team and with others across DIO, the MOD and our Suppliers.

Responsible for developing and supporting the wider teams enabling them to deliver departmental goals.

Direct resources and matrix manage staff to draft and deliver plans such that the team/function can efficiently deliver required outputs under a culture of continuous improvement.

The Defence Customers have a large and sophisticated infrastructure requirement which entails close management of the deliverability of Hard and Soft Facilities Management. As Buyers representative you will regularly review and assess performance and progress across the Region, taking corrective action or prioritise as appropriate to ensure our commitments are delivered.

Delivering works through existing Facilities Management Contracts, this role will be accountable to the Head of the South West in providing contract management and assurance, data integrity, reporting and risk management in relation to the core contract.

Responsible for the engagement and support to our customer base throughout the region.

Working with our partners setting the standards expected for service delivery, coordinating the work with users and partners that have an interest in Regional Delivery.

Essential:

  •   A proven track record in operational leadership and leading a geographically dispersed team to deliver excellent results is critical.
  •   Experience of working in a FM /Construction environment
  •   Experience in contract management within in the FM Sector
  •   Experience of managing complex Health and Safety issues
  •   Experience of working in a fast paced and demanding partnering environment
  •   Ability to work in a matrix-based organisation
