Job Description

As the accountable role leading safety across the property portfolio, this senior management position will be responsible for making decisions for health and safety compliance matters on behalf of the Deputy Director for Health and Safety. This role is key in supporting the design, plan, build and implementation of our portfolio. Supporting the cultural transformation specifically in the assurance of all property health & safety requirements and risk management. This role is critical to the continued success of Defra Group Property (DgP) as it develops the health & safety management system and continues to improve our safety culture and compliance across our portfolio.

Overview

Significant focus will be on the Science Facilities estate and engagement with leaders, stakeholders, employees and visitors. This post will be the point of contact for Technical Services team and programmes such as National Biosecurity Centre Programme as it relates to health and safety property risks and issues. The post will manage and draw on expertise from specialists in subjects such as CDM, fire safety and biocontainment.

The post will lead the Property Health and Safety team which consists of the Weybridge Health and Safety Team and the DgP Property Safety Team. They will be instrumental in the creation and delivery of the annual plan; reporting of MI and assurance information, developing and maintaining suitable and sufficient H&S management arrangements; and responding to property related incidents.

The post will also undertake the role of the main point of contact and subject matter expert for all property health and safety matters, providing specialist expertise, advice and challenge as required, balanced with welcoming and responding to views and challenges of others.

Person specification

The key responsibilities and activities include:

  • Developing, monitoring and managing the DgP health and safety strategy and arrangements for the build estate. This includes Weybridge and the rest of the Science Estate.
  • Reporting on health and safety data to assure senior managers of compliance of property safety.
  • Developing, monitoring and managing the Defra group Property Safety Management System.
  • Ensuring compliance with Health and Safety at Work Act 1974, Health and Safety Executive, Defra and fire safety requirements via an assurance programme and health and safety performance reviews.
  • Analysis of health and safety performance data and ensuring good practice is recognised and poor behaviours and practice are managed.
  • Partner with Arm's Length Bodies (ALB's) Health and Safety teams to provide mutual support for respective areas of health and safety accountabilities and activities, including incident reporting.
  • Develop health and safety policies and procedures specific to the build estate, in collaboration with technical specialists.
  • Developing and managing health and safety legal and risk registers using a risk-based approach, ensuring they are regularly updated.
  • Driving a positive health and safety culture, implementing and monitoring a Safety Improvement Action Plan where necessary.
  • Ensuring contractor management is documented, consistent, monitored and compliant with CDM 2015. This relates to our FM Provider and any other contractors working on the Defra Group Property estate.
  • Managing a team of safety professionals responsible for monitoring contractors' activities and the physical state of the build environment from a health and safety perspective.
  • Chairing relevant meetings, including co-chairing with counterparts in ALB's, where required.
  • Acting as a senior member of the Site Incident Response team and participate in planned emergency exercises as the health and safety lead.
  • Setting and managing health and safety KPIs for the build estate.
  • Leading DgP's health and safety requirements programmes, reviewing design and user requirements for health and safety.
  • Ensuring health and safety training needs of DgP site users, visitors and contractors relating to property, are being assessed and met.
  • Maintaining network of professional expertise and building strong working relationships with key stakeholders.

Licences

Full driving licence.

Qualifications

Essential - NEBOSH National Diploma in Occupational Safety & Health or equivalent professional H&S qualification.

Memberships

Chartered member of the Institution of Occupational, Safety & Health (IOSH) - or working towards.

    Support to buy a bicycle - we run two schemes that can help you buy a bicycle for your commute:

    1. The Cycle to Work Scheme - you can apply for a bicycle for your commute,  up to the value of £6,000, which is recovered from you through salary sacrifice, as a tax-free benefit. At the end of the repayment period, you have the option to buy the bike if you wish, saving around 30% of the original cost.
    2. Bike loan - if you are not eligible to apply for the Cycle to Work Scheme, you can apply for a loan of up to £1,000 towards the cost of a bike using the Bike loan scheme. This however is not a salary sacrifice scheme.

    Maternity leave, paternity leave and shared parental leave. We offer generous maternity leave, paternity leave and shared parental leave - a total of 52 weeks leave to look after your new baby, regardless of your length of service. Most mothers are entitled to 39 weeks of paid leave, and a further 13 weeks of unpaid leave.  Most partners are entitled to 15 days of paid paternity leave. Shared parental leave arrangements are in place, allowing parents to divide their leave with each other.

Interview

If successful at application stage, you will be invited to interview where you will be assessed on behaviours and strengths.

You will be required to give a 5-minute presentation on property safety.  The topic of the presentation will be provided on the day of interview. This is a verbal presentation.

Your interview will either be conducted face to face or by video. You will be notified of the location if you are selected for interview.

Location & Travel

The role is corporate, primarily DgP facing, so will be office based in Weybridge, or blended, but will require travel to any location within the Defra estate as needed, including overnight travel. The role forms part of the 'competent persons' for H&S reporting to the Deputy Director for Health & Safety as part of the wider DgP H&S function. Regular attendance at meetings and training which involves national travelling is required. 

As part of the pre-employment process, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert.  The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee. 

The successful candidate is required to carry out all their duties from a UK location and cannot do so from an overseas location at any time.

Salary 

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
