Job summary

We are looking for a Payroll Delivery Manager to join the MaPS (Money and People Systems) People Programme which is within the People and Workplace group. The programme team are responsible for the delivery of the People Promise through the effective implementation and ongoing use of Oracle Fusion, achieved through the following objectives: 


- Ensure what we have delivered provides a great user experience; it works as it should, is adopted and adds value  
- Have a clear path to deliver the remaining functionality in a user centric way aligned to People and Workplace Group and UKHSA priorities  
- Ensure People and Workplace Group is set up to lead and adopt the transformation and delivery  
- Ensure the business is engaged and ready to adopt the changes and new ways of working. 

To support the programme team in achieving this a Payroll Delivery Manager is required to assist with the smooth running of a new project, reporting to a programme Workstream Lead, and supported by the PMO Lead.

In the role of the Payroll Delivery Manager, you will lead on the day-to-day delivery of the activities within the project, which will typically be low to moderate in complexity.  

These will be small scale initiatives making sure the business can continue to operate, although you may be involved in supporting more complex projects.

Job description

You will be responsible for supporting the delivery of the new project, ensuring that the clearly defined objectives are achieved within the agreed time and quality constraints.

You will have some responsibility for project governance and will work with stakeholders to help ensure the agreed project outputs are delivered to enable benefit realisation. 

  • Manage the delivery of small projects within the programme, primarily focused on Payroll related activities   
  • Ensure that clearly defined objectives are achieved within the agreed time and quality constraints 
  • Assist with the completion of the project plan and other programme documentation      
  • Support the wider and more complex workstream activities as directed by the Workstream Lead     
  • Support activity to ensure Governance compliance  
  • Provide reports to support decision making
  • Understand and document current payroll processes   
  • Conduct data analysis activity, acting as a Payroll and Oracle SME to support the programme  
  • Keep all stakeholders informed and engaged throughout the project  
  • Work with relevant teams and Partners to document, validate, design and implement processes to support the programme  
  • Identify any pain points, challenges, or areas of improvement   
  • Discuss recommendations for changes to the payroll processes with the HR Administration teams and the Workstream Lead 
  • Support the establishment of the Strategic Payroll stream of work 
  • Provide input to options analysis paper  
  • Support procurement activity  
  • Support the design, configuration, testing and implementation of the strategic solution  
  • Identify and document a list of potential solutions and gain agreement from key stakeholders  
  • Document any potential risks associated with the current payroll processes  
  • Consider any implementation challenges

Person specification

Essential criteria

You will be assessed on the following 8 essential criteria, which have been taken from the Job Description Document.

  • Extensive previous experience with Complex large organizational payroll systems
  • Previous experience of working with data models and processes relating to payroll systems  
  • Knowledge of Oracle Fusion operation and implementation   
  • Experience of working in a medium complexity project team 
  • Appropriate skills that have been gathered in a non-project environment 
  • Ability to work independently in a fast-paced environment with multiple tasks   
  • Strong interpersonal skills with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries with the ability to influence and challenge effectively  
  • Strong capability in using Microsoft Teams and SharePoint

This role is being offered as hybrid working based at our Core HQ in London at Canary Wharf.  We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. 

As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at UKHSA's core HQ London

Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance Level Requirement
