Job Description

Locations: We especially welcome applicants from Glasgow and Cardiff.

The current energy market situation is unprecedented. The record increase and volatility in global gas prices has put the energy market under severe strain from several challenges like Energy Theft, and is putting upward pressure on customers' energy bills. Now more than ever we need to go further and faster in pursuing the country's climate goals, reduce our reliance on fossil fuels, ensure security of supply and keep the energy system on track to delivering Net Zero. Bold action is required, and we are looking for people to help us deliver a greener, fairer energy system. We are looking for candidates who thrive in an agile, diverse and fast-paced environment with an interest in delivering benefits for consumers, communities, or society.

Overview

The successful candidate will be deployed in the Markets Directorate in the Retail Market Operations team. This team covers a wide spectrum of policy issues for the entire energy industry - codes, energy theft, gas, electricity, DCC, data, security and the monitoring of smart-related consumer issues. The work not only enables future changes toward net zero, it addresses current challenges within the industry that directly affect the proper operations of the energy market.

The role will be to help drive forward both existing and new programmes of work to combat energy theft but also those that bolster our existing engagement strategies with the Smart Energy Code and the Retail Energy Code. As such you will work in an agile team which has numerous and varied responsibilities and requires a mixture of practical skills and experience, including: policy assessment and development, technical knowledge relating to industry codes and licence conditions, strong stakeholder engagement skills, excellent written and verbal communication, and finally experience in project management.

Person specification

Essential

  • Strong industry code knowledge (across all codes), specifically with the context of smart metering and associated theft provisions and methodologies. You should have existing contacts and relationships within the codes policy environment and experience of attending code panel meetings, sub-committees and working groups. You should be able to demonstrate an in-depth understanding of fraudulent practices and challenges and a strong network of contacts in industry and organisations such as Crimestoppers, stay safe energy and RECCo.(LEAD)
  • Proven experience and strong skills in policy development, including: identifying, analysing, and articulating complex problems; working with analytical, technical, and legal professionals to develop solutions and options; and presenting policy recommendations that consider the trade-offs and risks, and dependencies that help senior colleagues reach a decision.
  • Experience in analysing and drafting licence conditions and the associated processes.
  • Proven experience of managing and delivering projects against challenging deadlines with minimal supervision, and the ability to react appropriately to fast changing circumstances and unforeseen challenges.
  • Ability to build effective working relationships with internal and external stakeholders that creates space for constructive, open, and transparent engagement.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex issues to non-expert audiences.
