Job Description

We are seeking an enthusiastic Higher Scientific Officer to join the multidisciplinary, policy-facing Serious Violence Research and Analysis team. Based within the SBAEA Analysis unit (covering SEND, Behaviour, Attendance, Exclusions, Alternative Provision and Serious Violence), you will apply your operational research and statistical skills to lead on a stretching portfolio of data science and analysis.

About the role

You will lead on:

  • Matching the MoJ-DfE data share to other datasets held within the department, to expand the variables and insights provided by this analysis.
  • There is scope for you to decide how you analyse this expanded dataset, according to your view of the most important and influential avenues for exploration, as well as based on your development needs.
  • Updating and innovating the recently published local-authority level dashboard.
  • Work with delivery and policy teams to ensure the DfE’s £45m set of programmes to reduce serious violence among young people are evidence-based.
  • Build your skills and others’ – you will have support and the opportunity to develop your own knowledge as part of a large and talented group of data scientists and other analysts in the department.

About the policy area

Reducing serious violence is one of the Government’s top priorities and a key manifesto commitment. The PM-chaired Crime and Justice Taskforce has set a target of reducing serious youth violence by 20% by 2023, making our work high-profile and timely. 

The factors and circumstances which increase a person’s likelihood of becoming involved in serious violence are broad and complex. This means we need to work with colleagues across a range of policy areas to better safeguard children and young people. For example, we work with DfE’s Children’s Social Care and Children in Need teams as well as colleagues in the Home Office, MoJ, DHSC and the Cabinet Office.

Essential Criteria

As a Higher Scientific Officer, you will:

  • Have a strong problem-solving mindset utilising data science techniques, with evidence of the ability to consider and chose from a range of different solutions.
  • Be able to communicate analytical methods, processes or results, both written and verbally, to a variety of stakeholders at different levels.
  • Ideally be familiar with R, or be well-positioned to pick this up
  • Be able to develop and maintain effective relationships with a range of stakeholders, including colleagues of other analytical professions, policy professionals and Senior Civil Servants.
  • Ability to reflect and take the initiative in their professional development, with support from their line manager, setting an example for the rest of the team.

Memberships

You will be required to demonstrate your technical expertise at HEO level for one of the following analytical bodies: 

• Government Statistical Group (GSG), or 
• Government Operational Research (GORS) 

We will also accept unbadged candidates as long as they have the experience to meet the professions eligibility requirements.

You will have 25 days leave, increasing by 1 day every year to a maximum of 30 days after five years’ service. In addition, all staff receive the King’s Birthday privilege holiday and 8 days’ bank and public holidays.

We offer flexible working arrangements, such as job sharing, term-time working, flexi-time and compressed hours. Most DfE employees will be working a hybrid pattern, spending at least 60% of their time in an office or work setting. Changes to these working arrangements are available in exceptional circumstances, but must be agreed with the line manager and in line with the requirements of the role.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.
