Job description

Are you looking for a role that is contributing to the UK energy decarbonisation and security strategy? Would you like to work on ground-breaking policies for net zero?

As households and businesses transition to electric vehicles and electric heat pumps, the electricity demand will increase in 2050 the total electricity demand is estimated to be double what it is today.

This requires significant investment into the network infrastructure (cables and electrical equipment) and we work closely with the energy regulator, Ofgem and the Distributed Network Operator Organisations. The investments will be minimised if we create a smart, secure electricity system where digitally connected assets can respond to variations in renewable generation or consumer demand. It reduces costs for all electricity consumers, maximises the use of renewable energy and improves energy security by reducing fossil fuel demand. We are a large and very geographically varied team. Our work focuses on:

- Creating the right technical frameworks to unlock the benefits of smart for domestic-scale consumers.

- Protecting the security of the energy system, ensuring that remote control of electricity usage is an asset not a hazard.

- Ensuring that consumers are confident to engage with the smart energy system and creating a level playing field for participating companies.

This role will sit in the PMO and support projects across the programme but also support programme assurance and governance.

Person specification

Develop project plans, RAID logs and ways to manage other project documentation to support our projects through the approvals and assurance processes.

Develop and implement reporting systems for the individual project which are aligned with the wider programme.  Establishing effective dashboards and reporting mechanisms helping the programme manager to build a strong culture of risk management and benefits realisation.

Support our transition from a collection of inter-related projects to a programme aligned with our strategy.  Taking responsibility for some of the standard documentation and resources used by the whole programme.

Champion the building of a strong project delivery capability across the Smart Systems team and support colleagues within the PMO.

Financial control Manage project spend and contribute to the compilation of budgets.

Support the programme governance arrangements including Programme Boards.

Communicate clearly and confidently with internal and external stakeholders.

Support the development of the Outline Business Case (OBC) and future iterations of the business case.

Skills and Experience 

Essential

A motivated project manager that is adept at building strong relationships with people and bringing order and shape to a project.

Experienced in the full project management cycle including drafting documentation e.g., business cases.

Experienced in delivering projects, managing time, cost and quality constraints with an awareness of the project management tools and methodologies that can support this.

Have practical experience in actively managing project risks and issues, able to make decisions, engage in dialogue on risk management strategy, and demonstrate a level of skill beyond simply managing a process. You will be able to apply your skills to a range of risks, with a sound understanding of how they relate to wider strategy.

Experience of working with internal and external stakeholders including stakeholder mapping and drafting and managing external contracts.

The ability to build and maintain positive relationships with a range of partners, including at senior levels.

Strong organisational skills, with the capability to prioritise and balance multiple areas of work simultaneously to ensure they remain on track.

Desirable

Experience managing projects within a UK government department.

It would be desirable to hold one of the following qualifications:

- PRINCE2 Practitioner

- Managing Successful Programmes Practitioner

- Managing Successful Programmes

- Agile PM

- Project Leadership Programme

It is desirable that you have one of the project management qualifications listed about but we also encourage applications from candidates with a desire to work towards relevant qualifications.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
