This post attracts a non-pensionable Market Pay Supplement of £10,000 pro-rata, per annum, (this is in addition to basic salary).

We are seeking a highly motivated and experienced Senior Systems Manager to lead our Improvement and Data Quality team and be responsible for delivering a professional and expert systems and support service in order to optimise decision making and financial, supply chain and workforce management across UKHSA through the continual service improvement of our Oracle Cloud applications, referred to as Money and People Services, (MaPS).

The Senior Systems Manager Improvement and Data Quality role will be responsible for the delivery of continual service improvement. This will be achieved by engaging with relevant stakeholders to identify new and emerging business requirements and managing the overall MaPS Product Roadmap, which includes horizon scanning, (e.g. Oracle quarterly patch updates) to identify emerging opportunities.

The postholder will be responsible for overseeing the Service Transition process which will ultimately assure that both our user community and support functions are equipped with the relevant training and communications to support and use the MaPS system.

They will ensure data quality and integrity across the system by monitoring data quality issues, business compliance of MaPS usage and business process performance against key SLAs. The postholder will use this information to provide insights to relevant business groups so they are able to address data quality, business compliance and/or process performance issues within their own teams and put action plans in place.

Working with other staff from the Finance and Corporate Services, Commercial and People groups, the post holder/s will ensure that clear customer focus, innovation and best practice are intrinsic to the continual improvements of the MaPS system to support the efficient operation of UKHSA.

Location:

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

*Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.

Your main responsibilities include:

To deliver a professional and expert systems and support service in order to optimise decision making and financial, supply chain and workforce management across UKHSA;

Systems:

  • Oversee team priorities and resourcing to ensure the effective delivery of the system, data and technology.
  • Lead the management of systems contracts.

Data Management:

  • Use insights from stakeholder engagement and data to effectively manage and improve the performance of systems.

Intelligent Customer Function:

  • Provide expert advice regarding systems and technology to stakeholders within the organisation and across government.

Enable and manage change that allows more flexibility, responsiveness and improved service delivery and user experience.

The job holder will be required to carry out the following responsibilities, activities, and duties:

  • To engage with senior stakeholders across Finance and Corporate Services, Commercial and People, as well as the wider organisation to identify new and emerging requirements for the MaPS Product and to prioritise initiatives.
  • To manage the MaPS Product Roadmap and lead on horizon scanning, (e.g. Oracle quarterly patch updates) to identify emerging opportunities, threats, and risks.
  • To liaise with stakeholders, communicating technical concepts and complex issues clearly and accurately, and adapting communication style to suit the recipient.
  • To manage change through the product delivery lifecycle, (to include assessment, testing and deployment of changes) in line with agreed strategic priorities and ensure adherence to established documentation processes in conjunction with relevant stakeholders.
  • To manage the Service transition process and all associated artefacts.
  • Line management responsibilities for a small team of approx. 2 members of staff.
  • To liaise with the Communications and Training team to ensure that all required knowledge/training is created and/or updated.
  • To work with internal teams, (Systems and Data) and other Business areas to act on insights to drive improvements where appropriate.
  • To represent the Systems Improvement team at internal and external meetings and deputise for the Head of Systems Improvement as appropriate.
  • To undertake any other duties commensurate with the role, as required.

Person specification

It is important through your application and Statement of Suitability of no more than 1250 words that you give evidence and examples of proven experience of each of the essential criteria (for full details of all essential criteria please refer to the attached job description):

Essential

  • Significant experience of delivering continual service improvements
  • Demonstrable knowledge of managing change through the product delivery life cycle
  • Demonstrable ability to engage and communicate technical concepts and complex issues with key stakeholders at an operational and strategic level
  • Excellent written and verbal communication skills
  • Extensive experience of Oracle Cloud applications or similar ERP systems
  • Qualified with CCAB, CIMA or equivalent/CIPD qualification or equivalent; or working towards; or extensive Financial and/or Supply Chain and/or Human Resources expertise

Desirable

  • Managing Successful Programmes at either Foundation or ideally Practitioner level
  • PRINCE2 at either Foundation or ideally Practitioner Level
  • ITIL Service Management (level 4)
  • Agile Project Management

STAGE 1 - APPLICATION & SIFT:
